middle schools take a hit in highly qualified teachers,

Turning Points practices have led to an increase in high quality, personalized
learning. Budget cutbacks can cause a drop in the percentage of highly
qualified teachers in specific content areas in Turning Points schools.
Personalization can result in teachers working beyond their specialties.
